A July 2026 preprint introduces FOI-O, a structured model for Freedom of Information request records. Its implemented New Zealand profile separates observed correspondence, platform states, inferred events, legal outcomes, review queues, release metadata, and provenance while keeping legally meaningful certification with human reviewers.
The package is not UAP-specific and does not make decisions about whether records should be released. Its relevance is methodological: UAP document research often mixes requests, acknowledgments, delays, exemptions, released pages, and outside interpretations into one narrative. A structured process model can make those boundaries visible.
